Through the direct placement of Filipino workers, we helped staff the sorting lines so that the plant can process its growing volumes with confidence.

The second-hand clothing trade is far more labour-intensive than it first appears. Bales arriving from abroad have to be sorted item by item by type, quality and season, separating items that are still wearable, those destined for export and those to be recycled. Our client, a second-hand clothing sorting and processing plant on the Great Hungarian Plain, handles ever-growing volumes, yet cannot find enough people on the local labour market to staff its sorting lines: few apply for monotonous physical work, and some of those hired move on after a few weeks. The shortage of semi-skilled sorters and high turnover meant that processing of incoming goods was regularly delayed, and during seasonal peaks serious backlogs loomed.

Sorting is semi-skilled work: it requires no prior training, and the employer teaches workers the specific tasks – the quality categories, the sorting criteria and the expected pace – on site. That is precisely why selection is not about qualifications but about reliability, the capacity to cope with physical, monotonous work and long-term intentions. We looked for Filipino candidates who had already proven themselves in warehouse or processing-plant environments, so they can cope well with the pace and monotony of the sorting line.

We aimed to make things as simple as possible for the client: we took full responsibility for selecting candidates, handling the residence permit for the purpose of employment, organising travel, preparing accommodation and the initial administration. This means the plant really only has to deal with on-site training and day-to-day work organisation, and can leave the official and logistical processes to us.

So far, the first eight workers have been placed; after a short, hands-on induction they are gradually joining the work on the sorting line. Depending on how things go, the plant plans to expand the team further so that it can handle growing volumes and seasonal peaks predictably.

Legal disclaimer: This article is for information only and does not constitute legal advice. For the specific legal requirements of employment, always consult the competent authority or an expert.

What is the difference, in short?

The most important difference between the two is who the worker’s employer is. This determines the costs, the responsibilities and also how long the worker stays with the team.

With temporary staffing, the worker remains an employee of the temporary staffing agency, and the host company merely hires them in. The agency pays the wages and contributions, but the company pays the agency an ongoing hourly fee – for as long as the worker is with them.

With direct placement, the agency finds and selects the right candidate, who then signs an employment contract directly with the company and becomes its own employee. The agency charges a one-off placement fee for this, after which the company only pays its own employee’s wages.

Costs over time

The costs of the two models develop very differently in the short and the long term. With temporary staffing, the company pays a permanent mark-up on every hour worked – and this mark-up recurs month after month, year after year, regardless of how long the person has been working there. Direct placement, by contrast, is a one-off investment: once the placement fee has been paid, the worker continues on the company’s own payroll, with no agency mark-up.

In other words, the longer a worker stays, the more direct placement pays off. Where the need for labour is lasting and long-term – as it typically is with the placement of Asian workers – direct placement usually pays for itself within a few months, and from then on works purely to the company’s advantage.

Loyalty and integration

Even more important than cost is the question of who the worker belongs to. An agency worker’s position is temporary by nature: they are not the company’s employee, they can easily be moved elsewhere, and they are less attached to the workplace. A worker hired through direct placement, on the other hand, becomes one of the company’s own people – a colleague like anyone else on the team. They become part of the company culture, learn its processes, and can be relied on for the long term.

This matters most where training takes time: if a worker leaves after six months, the effort invested in training them leaves too. A stable team built through direct placement prevents exactly this loss – we have written about staff retention in more detail in our article on retention and staff turnover.

Control and stability

When the worker is the company’s direct employee, the company itself directs their work, trains them, promotes them and plans with them for the long term – there is no shared responsibility with a third party. This means more transparent operations and a more predictable team. Direct placement is therefore not a one-off headcount top-up but genuine team building: it brings in colleagues who stay and grow with the company. For a good example of what this looks like in practice, see one of our case studies.

When is each the right choice?

Temporary staffing has its place too. If the need for labour really is temporary – a seasonal peak, a project lasting a few weeks, or covering a sudden, short-term absence – temporary staffing can be a flexible and quick solution, since headcount can easily be scaled up and down.

For most Hungarian companies, however, the labour problem is not temporary. A lasting, structural labour shortage – the very reason it makes sense to recruit from abroad at all – cannot be solved with temporary, agency-supplied headcount. What is needed then are people who stay for the long term and become part of the company. Direct placement is the right tool for this problem.

Why we recommend direct placement

Our service is built on direct placement because we are convinced that it is the real answer to a lasting labour shortage. The Asian – mainly Filipino – workers we place are motivated, reliable and well prepared for the job, and for a one-off fee the company strengthens its own long-term team with them.

The one real task direct placement leaves with the employer – that the worker becomes the company’s employee, together with the permits and onboarding – is precisely what our service covers. From registration through the permit applications to organising arrival and integration, we carry the bulk of the process, so the employer’s own administrative burden stays small and transparent.

In short: temporary staffing is the quick, short-term fix; direct placement is lasting, cost-effective team building. If you are planning for the long term, take a look at our services or get in touch – we will show you how to build a stable team with reliable Asian workers.

A general contractor working in Budapest and Pest County saw several parallel projects put at risk by a shortage of skilled workers: on the Hungarian market it could not find enough bricklayers, carpenters and semi-skilled construction workers to meet its deadlines. Through the direct placement of professionals from the Philippines, within a few months we provided the company with a stable, easily expandable team – and the projects returned to their planned schedule.

Construction is one of the sectors where the labour shortage has been most acute for years. Our client, a medium-sized general contractor, was working on several residential and industrial building projects at once and simply could not find enough professionals on the Hungarian market to keep up with its growing order book. The shortage of experienced bricklayers, carpenters and semi-skilled construction workers caused some work phases to slip, which posed a serious risk given the tight deadlines.

The solution came through the direct placement of Filipino construction workers. We selected candidates who had already worked on large projects abroad, so they brought with them the necessary professional experience and a safety-conscious approach. We handled the entire process of obtaining the residence permit for the purpose of employment, organising travel and the initial administration, so the client did not have to deal with any of the official procedures. Once the first six workers had settled in, the company soon asked for more, and the team eventually grew to sixteen people.

The team quickly proved why it pays to build a team around Filipino workers. After a short, hands-on induction, the new staff worked independently and to a high standard, and adapted easily to the Hungarian working culture. Stability was of particular value to the client: turnover remained minimal and the workers planned for the long term, so the company did not have to re-recruit and retrain every few months. The projects gradually returned to their planned schedule, and the deadlines that had previously been at risk were met.

This story shows clearly that Filipino workers are not a quick fix but a solution to the shortage of construction professionals that remains predictable in the long term. With the right selection, a smooth permit process and a stable, loyal team, foreign workers become a genuine competitive advantage – whether you need to add a few people or build an entire crew.

A Budapest sushi restaurant had been looking for experienced chefs for months — in the end, the solution was a Filipino married couple who arrived together and stayed together.

The challenge

Finding an experienced chef skilled in Asian cuisine is extremely difficult in the capital’s hospitality sector today. Our client, a Budapest sushi restaurant, advertised on the Hungarian market for months without meaningful results: the few applicants either lacked the right professional background or moved on after a few weeks. Constant turnover threatened both the running of the kitchen and the quality of the food served.

The solution — a chef couple from the Philippines

During the needs assessment we clarified the requirements of the position (experience in Asian cuisine, basic English, long-term commitment), as well as the fact that the restaurant was open to employing a married couple at the same time. This proved crucial: in our experience, a couple who arrive together settle in far more steadily than a worker arriving alone, as they can rely on each other during the hardest first weeks. From among our Filipino candidates, we selected a married couple of chefs experienced in Asian cuisine — following professional screening, a video interview and background checks.

The paperwork

After the selection, we handled the entire immigration procedure for the residence permit for the purpose of employment, then coordinated the couple’s travel and post-arrival paperwork. This allowed the restaurant to focus on its professional work — we took the burden of the permit process off its shoulders.

The result

The chef couple started work within a few months and fitted smoothly into the kitchen’s day-to-day routine. Arriving together delivered the expected stability: both are committed and working for the long term, and the restaurant has gained skilled, reliable staff — without constant re-recruitment.

What changed in summer 2026?

From 6 June 2026, new guest worker residence permits can no longer be applied for – the relevant regulations have been amended. The focus of employment has therefore shifted to the residence permit for the purpose of employment, which remains fully available. Previously issued, valid permits stay in force, and under the applicable transitional rules their extension or reissue can also be requested. For employers, then, this is not a halt but a matter of choosing the right type of permit.

Which permit is relevant today?

Residence permit for the purpose of employment: this is the current, official route for employing third-country nationals – it covers both the right of residence and the right to work in one.

Eligible countries: the countries eligible for the permit include the Republic of the Philippines (alongside Georgia and Armenia) – in other words, Filipino workers can still be employed as before.

Administration: the procedure is conducted by the National Directorate-General for Aliens Policing (OIF); according to its guidance, the standard processing time is 21 days, and the deadline for a decision is no more than 70 days from the application.

Who handles what? – the employer and the specialist partner

The process runs smoothly when tasks are well divided. A well-prepared, properly registered placement partner carries the bulk of the administration: registration, preparing permit applications, notification and reporting obligations, and the paperwork related to the employment relationship. The host employer is typically responsible for occupational health and safety, working conditions and directing day-to-day work, as well as ensuring that employment takes place under a valid permit. With a good partner, the employer’s own administrative burden stays small and transparent.

Where to turn for accurate information?

Regulations change from time to time, so for specific, binding details – the current list of countries, fees, deadlines, forms – the authority is always the authoritative source. Up-to-date guidance is published by the OIF. The particular value of a professional placement partner is precisely that it follows the changes continuously, so the employer does not have to deal with legal fine print – only with finding the right workers.

What does this mean for employers?

The bottom line is reassuring: the framework is orderly and predictable, the residence permit for the purpose of employment is in place, and Filipino workers can still be lawfully employed. Employers who plan ahead with a reliable partner can confidently rely on foreign workers, even as the regulations are updated.

Why is integration worth the effort?

According to the Hungarian Central Statistical Office (KSH), tens of thousands of workers from third countries were already employed in Hungary in 2023, mainly in manufacturing. The experience has been decidedly positive: Asian workers are loyal and stable – at some employers staff turnover is just 0–10% a year, while the Hungarian average is several times higher. This predictability is a major competitive advantage.

What to know about cultural differences

Communication and respect: in many Asian cultures respect for superiors is strong, and people rarely contradict openly. Silence is often politeness, not agreement – it pays to ask for feedback with direct, encouraging questions.

Team spirit: a strong community mindset means that motivation built on team goals works particularly well.

Meals and daily life: eating habits may differ (rice, for example, is a staple); a little attention in the staff canteen conveys tangible appreciation.

Language: in the early period, bilingual work instructions, safety signs and mobile translation apps quickly bridge the language barrier.

Good practice for employers

Mentor or buddy system: an empathetic, experienced colleague passes on the “unwritten rules” during the first 1–3 months – one of the most effective integration tools.

Involving the existing team: it is worth communicating openly that the new colleagues complement Hungarian employees rather than replace them.

Decent accommodation and reliable internet: fast, free Wi-Fi is essential for staying in touch with family and directly strengthens retention.

Predictable administration: handling official matters smoothly gives a sense of security, which feeds back into performance.

How to build a genuinely mixed team?

The best results are achieved by companies where Hungarian and Asian colleagues truly work together – on shared shifts, in shared spaces and at shared events. Mixed teams and open communication quickly dissolve initial unfamiliarity and create a lasting, positive workplace. Early, deliberate integration benefits both sides: the new colleagues’ diligence and commitment raise the productivity of the whole team.

The solution came in the form of five experienced hotel workers from the Philippines.

In the hotel industry, housekeeping is one of the hardest areas to staff: the work is physically demanding and requires precision, yet the Hungarian labour market faces a persistent shortage and high turnover. Our client, a Budapest hotel, found itself in a tight spot just before the approaching peak season — constant staff changes meant that the pace and standard of room cleaning fluctuated, which showed up directly in guest reviews. The hotel did not need casual helpers; it needed a stable, reliable team that could maintain standards even at the height of the season.

During the needs assessment we set out the requirements — hotel or hospitality experience, precision, basic English and a long-term commitment — and built our candidate pool in the Philippines, which has a strong, export-ready professional culture in hospitality and hotels. Filipino workers’ service mindset, team spirit and English skills are a particularly good fit for hotels serving an international clientele. Following professional screening, video interviews and background checks, we selected five experienced workers who arrived together as a team — so they could also rely on one another during the most challenging first weeks of settling in.

After the selection, we handled the entire permit and immigration procedure and coordinated travel, accommodation and post-arrival paperwork, so that the hotel could concentrate on its operations and on welcoming guests. The new team settled in within a few weeks and was working at full speed by the peak season: room turnaround times became predictable, cleaning standards stabilised and guest reviews improved noticeably. Today the hotel starts every season with a committed, well-coordinated housekeeping team — without the burden of constant re-recruitment.

The solution came in the form of four experienced carers for the elderly from the Philippines.

Elderly care is one of the most people-centred sectors in Hungary, and one of the hardest hit by labour shortages. Care work demands patience, empathy and continuity, yet constant turnover breaks exactly what older people need most: relationships of trust and familiar, predictable faces. Our client, a Hungarian care home, had for months been unable to find enough reliable carers, and the constant changes in staff were putting the quality of care at risk.

During the needs assessment we set out both the personal and the professional requirements (caring experience, empathy, patience, basic English and long-term commitment) and based the search on the Philippines. Filipino workers are in demand worldwide in elderly and patient care: their caring attitude, patience and good language skills are a particularly good fit for the profession. After professional screening, video interviews and background checks, we selected four experienced carers, who arrived together and supported one another as they settled in.

Once the selection was made, we handled the entire immigration procedure for the residence permit for the purpose of employment, and organised travel, accommodation, post-arrival paperwork and the carers’ integration into the daily life of the home. Within a few weeks the carers had won the residents’ trust: care became continuous and predictable, the atmosphere noticeably improved, and the home can now rely on a stable, committed care team, free from the burden of constant re-recruitment.

Legal disclaimer: This article is for information only and does not constitute legal advice. For the specific legal requirements of employment, always consult the competent authority or an expert.

Which sectors face the greatest shortage?

Manufacturing and production: this is where the largest and most persistent shortage lies – the expansion of the automotive, electronics and battery industries continually opens new semi-skilled and skilled positions.

Construction: a chronic shortage of skilled workers; a large share of companies name the lack of labour as one of the main constraints on growth.

Logistics and warehousing: with growing order volumes and e-commerce, one of the hardest areas to staff.

Hospitality and retail: roles tied to customer footfall and requiring a personal presence remain persistently hard to fill.

Agriculture: at seasonal peaks, hands are in short supply even at competitive day rates.

Healthcare and elderly care: high and growing demand that domestic supply covers less and less.

Why does the shortage persist?

Demographics: the working-age population shrinks year after year, so fewer and fewer new entrants join the labour market.

EU mobility: higher-wage markets draw away part of the Hungarian and regional workforce, especially in manual jobs.

Growing investment: record levels of industrial development create thousands of new jobs – faster than the local labour market can fill them.

Skills gaps: demand arises in exactly the places and skill profiles where supply is scarcest.

Why is the domestic reserve not enough?

Although a labour reserve does exist, it is typically lower-skilled and often lives in a different region from where skilled labour is needed. On its own, therefore, the reserve does not fill the skilled and production positions that open up. It follows that targeted recruitment of workers from abroad is not a failure but a sensible, planned step – a natural part of a growing business.

How do Asian workers help?

Right where the shortages are: Asian workers are employed in large numbers precisely where the shortage is greatest – in manufacturing, construction, logistics and hospitality.

Reliability and low staff turnover: a predictable, committed employment relationship gives the employer the ability to plan, which is the basis of continuous production.

Availability and scalability: larger, targeted headcount increases are also achievable when the market picks up.

A proven presence: tens of thousands of foreign workers are already employed in Hungary, predominantly in the very sectors listed above – a working, tried-and-tested solution.

What does this mean for employers?

Well-chosen foreign workers are not a stopgap but a precondition for growth: they ensure that production, construction or logistics does not grind to a halt for lack of capacity. Employers who plan their labour needs consciously and in good time can take on expansion with confidence – and the shortage remains a manageable task rather than a brake.

Our client, a meat-processing plant in Hungary, had for months been unable to find suitably skilled workers for its production lines. Meat processing is physically demanding work that requires hands-on experience, and reliable candidates are increasingly hard to find on the Hungarian labour market: some new hires moved on after a few weeks, and the constant shortage put both production plans and capacity utilisation at risk. The plant needed a stable team committed for the long term, not yet another round of training.

During the needs assessment we set out the requirements of the role: experience in meat processing, physical resilience, basic communication skills and long-term commitment. Because the plant wanted to fill a larger number of positions at once, we based the search on two source markets that are equally strong in skilled meat-processing work: India and the Philippines. Searching in parallel gave us a wider candidate pool and allowed faster recruitment without compromising on professional standards. After professional screening, video interviews and background checks, we put together a team of twelve skilled Indian and Filipino workers.

Once the selection was made, we handled the entire permit and immigration procedure for all twelve workers at once, as a group, and then coordinated travel, post-arrival paperwork and the logistics of starting work, so that the plant could focus on its own operations throughout. Coordinating a larger group arrival is far more complex than bringing in a single worker, and that is exactly the burden we took off our client’s shoulders.

The full team started work within a few months and quickly became the stable backbone of production. Arriving together as a larger group, the workers supported one another and found their feet faster in their new workplace and new country. Today the plant runs with a predictable, skilled and committed workforce and capacity it can plan around, free from the burden of constant re-recruitment and retraining.
